Importing frozen fish from Türkiye to the UAE runs on a short, stable set of documents: a commercial invoice, a packing list, a bill of lading or air waybill, a certificate of origin, a health certificate from the Turkish competent authority, a halal certificate where the importer requires it, and labels in Arabic and English. On the UAE side the importer holds a food import registration and files the consignment in the food import system of the emirate of entry before it lands. Who issues and who checks: the authorities in general terms
On the Turkish side the competent authority for food of animal origin is the Ministry of Agriculture and Forestry. Its provincial directorates inspect the approved processing plant, verify the consignment and issue the export health certificate in the format agreed for the destination. The plant's approval number appears on the certificate, on the cartons and on the labels, and it is the thread that ties the three together at inspection.
On the UAE side, the federal Ministry of Climate Change and Environment sets the conditions for importing food of animal origin, and the municipality of the emirate where the consignment lands applies them at the border. For Dubai that is Dubai Municipality's food safety function and its online food import and re-export system, in which the importer registers, declares each consignment and receives the release decision. Abu Dhabi and the other emirates have their own municipal or agency systems. The pattern is the same in each: the importer is registered, the product and label are on file, the consignment is declared before arrival, and the documents and the temperature are checked at entry.
Commercial documents: invoice, packing list and transport document
The commercial invoice names the exporter and the importer, the incoterm, the port or airport, and one line per product with the trade name, the scientific name, the form, the size grade, the number of cartons, the net weight and the value. For frozen fish the net weight is stated excluding glaze and the glaze percentage is written on the line. The HS code on the invoice must match the form: fresh or chilled fish falls under heading 0302 and frozen fish under heading 0303, so the code changes when the same species is shipped frozen instead of chilled. The packing list repeats every line with carton counts per grade, gross and net weights, production dates and batch numbers, so the inspector can match cartons to the health certificate without opening the whole container. The transport document is a bill of lading for a reefer container by sea or an air waybill for chilled fish by air. It shows the shipper, the consignee, the notify party and the set temperature. Discrepancies between these three papers are the most common cause of a hold, so proofread the scientific names, the carton counts and the weights across all of them before the truck leaves the plant.
Certificate of origin and the health certificate
The certificate of origin is issued in Türkiye by the chamber of commerce against the invoice and states that the goods are of Turkish origin. Gulf destinations generally ask for it to be attested; whether legalisation by the destination's representation is also required is a question your clearing agent answers for the current period, because the practice changes.
The health certificate is the document the food authority reads most closely. It is issued by the Turkish competent authority for the specific consignment and states the species by scientific name, the form, the quantity, the approved establishment, the production dates and the attestations the destination requires on animal health and fitness for human consumption. For farmed sea bass and sea bream it confirms the aquaculture origin; for frozen octopus it confirms the wild catch and the processing plant. The certificate must match the invoice and the cartons line by line, so ask for a draft before issue.
Halal certificate: when it is asked for
Fish is generally considered halal and does not undergo slaughter in the sense the halal rules address, so a halal certificate is not always part of the mandatory entry file for plain frozen fish. In practice many UAE importers, retail chains and hotel groups still request one for every food item of animal origin. Where the producer holds a halal certificate for the plant, the exporter provides it with the certificate number, the issuing body and the product scope confirmed before loading; where the producer does not hold one, say so at RFQ stage rather than at the border. Confirm with your importer and clearing agent whether the certificate is required for your product, and if so, which issuing bodies are accepted in the UAE at the time of shipment.
Labels in Arabic and English
UAE food labelling requires Arabic, and English is accepted alongside it. A sticker in Arabic applied on top of an export label is normally permitted for the mandatory fields as long as it does not cover them and is not easily removed, but the importer's procedure and the emirate's practice decide whether the label is printed at source or applied on arrival. The fields the inspector looks for on frozen fish include:
- Product name and scientific name, with the production method (farmed or wild caught).
- Country of origin and the approved establishment number.
- Net weight excluding glaze, and the glaze percentage for frozen product.
- Production date and expiry or best before date, in the format the emirate accepts.
- Storage temperature and the words frozen or chilled as applicable.
- Name and address of the producer or exporter and of the importer in the UAE.
- Batch or lot number that can be traced to the health certificate.
Send the label artwork to the importer for approval before printing; many holds at entry are label holds.
Importer registration and product registration
The importer, not the exporter, is the party registered with the UAE authorities. In general terms the importer holds a trade licence that covers food trading, is registered as a food establishment with the municipality of its emirate, and has an account in the food import system through which consignments are declared. In Dubai the food item and its label are registered in that system before the first consignment, and each subsequent shipment is declared against the registered item. Registration is a one time step per product and label; the consignment declaration is repeated for every shipment.
A first time importer should start this before asking for a firm delivery date. The exporter cannot register the product on the importer's behalf, but can supply everything the registration asks for: the label artwork, the product specification, the establishment approval number and sample certificates from earlier shipments. Ask for these with the offer.
Temperature and the cold chain: air versus sea
Frozen fish travels in a reefer container set to minus 18 degrees Celsius or colder and is held at that temperature from the plant's cold store to the importer's. The container's data logger record is part of the file at entry, and a temperature excursion is a reason for rejection regardless of how good the documents are. This is the normal route for octopus and for sea bass and sea bream sold frozen, bulk or IQF.
Chilled fish, which is never frozen, travels by air in styrofoam boxes with flake ice and is kept at the chilled range the producer's spec sheet states, close to zero degrees. It is the route for Turkish sea bass and sea bream sold as fresh counter product in Dubai and Abu Dhabi. The document set is the same as for frozen fish, but the timing is tighter: the health certificate is issued the day of packing, the air waybill follows within hours, and the importer's consignment declaration is filed before the aircraft lands. Air and sea transit times both vary with the season, the line and the routing, and are confirmed per shipment rather than promised in advance.
From RFQ to release: the steps in order
- RFQ: the importer sends species by scientific name, form, size grade, chilled or frozen, packing style, glaze to declare, number of cartons, label requirements, documents required (including halal if needed), incoterm and destination port or airport.
- Offer and specification: the exporter returns a written offer with the producer spec sheet, the establishment approval number and a sample label; the importer's clearing agent reviews the document list against the current UAE requirements.
- Registration: a first time importer registers the product and label in the food import system of its emirate; a repeat importer checks the registration is still valid.
- Order and proforma: quantities, grades, packing and documents are fixed in writing; the label artwork is approved by the importer.
- Production and packing: the plant packs to the approved label; the packing list is drafted from the actual carton counts and batch numbers.
- Draft documents: the exporter circulates draft invoice, packing list and health certificate for the importer and clearing agent to check names, codes and weights.
- Issue and loading: the health certificate and certificate of origin are issued; the reefer container is loaded and sealed at the plant, or the chilled boxes are delivered to the air cargo terminal.
- Transport document: the bill of lading or air waybill is issued and sent with the full set to the importer, by courier where originals are required.
- Pre arrival declaration: the importer or its clearing agent declares the consignment in the food import system with the document set attached.
- Arrival and inspection: documents and temperature are checked, cartons are matched to the certificate, and the authority may sample the product for laboratory testing.
- Release: the consignment is released to the importer's cold store, or held pending correction or test results, or rejected. Keep the full file for your own records and for the next shipment.
